Orens Capital Morning Tea: Navigating challenges and opportunities in Victoria’s greenfield market amid property cycles

The event brought together industry leaders and stakeholders to explore the evolving landscape of Victoria’s greenfield market and the implications of the latest VPA policies. It served as a platform for discussing new policy changes, market trends, and potential strategies.

Peter Grant, National Managing Director at RPM Group, shared a comprehensive review of Victoria’s 2024 greenfield market and provided a forward-looking outlook for 2025. Grant’s overall view was that Victoria’s greenfield market is poised to emerge from the trough and remains severely undervalued compared to other states. With a potential interest rate adjustment in 2025, Grant predicted that improved affordability would significantly boost sales activities. In his presentation, Grant noted that the demand level for apartments appears low whilst the majority of the population continue to value land.

Nicola Smith, Founding Director of Niche Studio, provided insights into Victoria’s 10-year greenfield plan. She highlighted key features such as the newly introduced planning growth targets and the horizon-based PSP delivery, particularly the ‘Concierge Service,’ designed to streamline planning approvals and improve project efficiency. Despite challenges like rising construction costs and unpredictable interest rate movements, Smith expressed optimism about the much-needed clarity and structure brought to the planning process.
